How to Convert Images to PDF
Turn images into one ordered PDF or separate PDF files in three simple steps. No software installation required.
Add Your Images
Select images in one or several supported formats and add more files wherever they belong in the page order.
Arrange the PDF Pages
Drag images into order, rotate or flip them if needed, then choose the page size, orientation, and margins.
Create and Download the PDF
Combine all images into one PDF, or create a separate PDF for each image and download the files individually or in a ZIP.
How Does the Image to PDF Converter Work?
The CompressFly image to PDF converter decodes supported image files directly in your browser, creates a static JPEG page image from each source, and places one image on every PDF page. JPG, PNG, WebP, HEIC, TIFF, camera RAW, PSD, and other formats can be mixed in the same workspace. Images are scaled to fit without cropping and centered on the selected page. Set the page order, size, orientation, margins, rotation, and flipping, then create one multi-page PDF or separate PDF files. Everything is processed locally in your browser.
What "processed locally" means
- Your images are not uploaded to a processing server
- Image decoding and PDF creation take place on your device
- No remote copy of the files is created
- The completed PDF or ZIP is created in your browser for download
What Changes When an Image Becomes a PDF Page?
The converter creates a document page from each image; it does not embed every source-format feature inside the PDF.
| Source feature | Original image | PDF result |
|---|---|---|
| Image format | JPG, PNG, HEIC, RAW, PSD, or another supported format | JPEG-based page image |
| Transparency | May contain transparent pixels | Transparent areas appear on a white background |
| Animation | May contain animated or multi-frame content | Static PDF page |
| Layers and RAW data | May include layers or camera sensor data | Flattened page image without editable layers or RAW data |
| Photo metadata | May contain EXIF, location, or capture details | Full source-image metadata is not preserved |
A PDF page is a document representation of the image, not a copy of the original image format.
Why Use CompressFly to Convert Images to PDF?
Easy to Use
Turning a collection of pictures into a document should be straightforward. The clear, visual workspace makes it easy to put together a PDF without learning a document editor.
No Installation Needed
Create a document from the images already on your device, right in your browser. There is no PDF application or extension to install before you start.
Free to Use
A receipt, an application, or a whole photo collection can become a PDF without a subscription. No account or payment details are required to get your finished document.
Everything in One Place
Preparing images and creating the PDF happen in the same workspace. You can get a presentable document without passing your files between separate editing and conversion tools.
Mixed Images Welcome
Photos and screenshots do not always come in the same format. Supported image types can go into one document together, saving you an extra round of conversions.
Private by Design
Personal photos and scanned records stay on your device. The conversion runs locally in your browser, so you do not have to upload those images to a processing server.

Image to PDF FAQ
How do I convert images to PDF online?
Convert images to PDF in three steps: 1. Add one or more supported image files. 2. Arrange the images and choose the PDF page settings. 3. Create one combined PDF or separate PDF files, then preview and download the result.
What image formats can I convert to PDF?
Supported inputs include JPG, JPEG, PNG, WebP, AVIF, GIF, BMP, HEIC, HEIF, TIFF, PSD, XCF, HDR, camera RAW files such as CR2, CR3, NEF, ARW, DNG, and RAF, plus a range of medical, scientific, and legacy image formats.
Can I mix JPG, PNG, HEIC, RAW, and other formats in one PDF?
Yes. Add supported formats to the same workspace, arrange them in the required order, and combine them into one PDF with one image on each page.
Can I combine multiple images into one PDF or create separate PDF files?
Yes. Keep the combine option selected to create one multi-page PDF. Turn it off to create a separate one-page PDF for each image and download multiple results individually or in a ZIP.
Can I reorder, rotate, or flip images before creating the PDF?
Yes. Drag images into a different page order and rotate or flip them individually. The toolbar can also rotate or flip every prepared image at once.
Which PDF page sizes, orientations, and margins are available?
Choose Fit to image, A1, A2, A3, A4, A5, Letter, Legal, Ledger, or Tabloid. Standard sizes support portrait or landscape pages, with no margin, a small margin, or a large margin.
Is converting images to PDF lossless?
No. Each source is converted into a static JPEG page image before PDF creation, so compression and some visual details can change. Transparency becomes white, animation and editable layers are not retained, and full source-image metadata is not preserved. Keep the source files when those properties matter.
Are my images uploaded during PDF conversion?
No. Image decoding and PDF creation happen locally in your browser. Your files are not uploaded to a processing server.
